For what I think you're asking, I'd say no.
To pull something off like that, I would assume you'd need to create a hyperspace distortion of colossal magnitude. The kind you'd need a super weapon like Dark Staff, Centerpoint or Sinkhole Station to really achieve.
If you want to screw with someone's travel plans, I'd suggest just seeding the inbound lanes with Gravity Mines.
