Uhmmm...at first thoughts...most of what I could offer you is simple advice.

this section, first and foremost. It will give you the run-down on how things work as far as character creation.
There's also these
rules, which should help you to understand the process a little better here on the site.
Up top, on any page you're viewing on the website, there is a "task bar" of sorts. It should have a list of terms such as "Forums, Rules, Holonet, etc.". If you use it to navigate your way around the site, you will not go amiss.
