The only banned tech is what's listed in the banned tech lists throughout the Factory subforums. Guns of Command aren't on the list.

I'd love to say no, and I think it's really not banned, but it would be common sense not to use it in PvP as it would be unfair. Other than that, I don't see how it could be banned.
