Harlan Cain, a Corellian investigator, tested as Force Positive at a young age and was sent to become a Jedi. Unfortunately, his sensitivity was far too low to be an effective warden of the light, so he became an archaelogist in ExplorCorps, a branch of the Jedi Service Corps. However, he grew disillusioned with the Jedi mainly due to feeling ostracized from the Jedi Order for his low sensitivity. Harlan served in the ExplorCorps only on paper, he faked numerous missions only to use their funding to drink and whore on Zeltros, Corellia, Coruscant and other Core worlds.
Upon being discovered he was fired and found employment on Commenor as a court investigator. A content investigator and great follower of desk chiefs, he was naturally found perfect fit by the Concord's political arm as an auditor that monitors Jedi's adherence to the Code. An ideal in for politicians in Jedi dealings and business.

Hunter Floyd, an idealistic Imperial by heart, was recruited to the Saaraishash after serving half a decade in a elite light infantry unit of the Sith-Imperial Legion. He stalked and hunted the threats to the Sith-Imperial rule within and without. The Imperial idea has to be uphold. So, when the Sith Empire fell into decadence and the Imperial idea was lost under the boot of the Sith Code, Hunter naturally defected to the New Imperial Order.
With the New Imperial Order carving its face on the galactic map, it requires the functions of intelligence agents to maintain its national security and expand the Imperial ideology across the universe. Hunter Floyd, a strong willed and experienced deep undercover agent, was sent on operations into foreign soil.
