With Gat Tambor's re-ascension to the Viceroyalty of the Trade Federation, one of his many first steps in reform was the re-armament and expansion of the Federation's meager Trade Defense Forces. Without the ability to rely on the overseeing governments that he had previously brokered security contracts with during his first tenure, Tambor saw the need to begin building his own private ground forces to protect his assets and conduct seizure on resources and manufacturing.
Thus, one of the first steps was the creation of a standardized armor pattern able to fit the fighting men he sought under his hire. Basing it off of the 'Storm' Pattern Combat Platform manufactured in the late days of the New Imperial Order as a manufacturing stop gap to produce a cheaper and more cost effective means of infantry protection utilizing the Empire's strained supply lines and dwindling material wealth, the Technoid Manufactorum took many of the means and lessons of its manufacture and implemented them into the creation of the 'Hell' pattern armor, though opted for an overall lighter weight to make for a less fatigued and faster moving ground trooper, whilst cutting corners in other means, one of which being the lack of field testing as a result of how much was derived from the 'Storm' pattern which saw widespread use, the Technoid Manufactorum's research and development department seeing little merit in a comprehensive test bed for the armor when New Imperial Material Command laid much of the previous groundwork for its development and review.
