Well, that's a rather broad question, to be perfectly honest.
If you're asking about writing a characters bio, we have this lovely template.
And then you write who you want your character to be. There are some splendid bios on this site.

With that done, you're ready for deployment. The First Order faction forum holds all sorts of info you'll need to get started.
