[member="Zade Maxxon"] People do both, and both work. It depends on what you want to do with the character. Joining a faction is a really good way to have a natural "in" to more RPs (like Dominions, etc), but it makes the character beholden to that group in some way (which could be good or bad, depending on the type of character)
Finding a Master outside of a faction is good if you want to play more of a rogue character, but doesn't come built in with easier RP opportunities. I think that going with a faction is an easier way to get involved, personally, and you can pick a group that aligns best with what you think would fit the character.
