Strategic Command serves as the Foundation’s leadership, composed of senior military commanders, intelligence operatives, and political representatives of aligned factions. Unlike traditional militaries, the Council does not operate from a central headquarters. Instead, it moves between hidden bases, deep-space installations, and encrypted communication networks to evade detection.
Rather than issuing strict orders, the Council sets overarching strategic objectives, leaving frontline commanders and regional forces the autonomy to adapt. It also negotiates alliances, secures funding, and coordinates operations that require cooperation across multiple sectors.
Operations Command functions as the intelligence and logistics hub of the rebellion. This branch is responsible for monitoring enemy movements, coordinating battlefield intelligence, and ensuring that critical information flows seamlessly between sectors. Its agents are experts in misinformation, counterintelligence, and subterfuge.
Beyond intelligence gathering, Operations Command engages in psychological warfare—manipulating enemy decision-making, planting false reports, and orchestrating diversions that keep enemy forces off balance. It is their work that makes the Foundation feel omnipresent, striking unpredictably and forcing the enemy into a state of constant paranoia.
