High Generals are leadership agents of the Shadow Legion. These people will act as leadership officer on certain planets, and provide on hands Intel before forwarding it to the Council. These men and women are the next level of leadership position right below the Council. They are provided with weapons and armor, along with loyal soldier to the Shadow Legion. They are tasked with keeping the planet under control and within the Legions sphere of influence.
