- Aristis: Named in honor of the Hellyni god Aristis, this planet is fraught with wildlife and serves as something akin to a prison colony where members of the Hellyni system that committed attrocious acts are sent to compete in a survival game of sorts where they don't only have to brave the wilds but face the others that had been stranded on the planet. These survival games are often televised to Hora for others to watch.
- Erate: Named in honor of the Hellyni god Erate it has become something akin to a safehaven for the women that fled Hora in hopes of attaining freedom from the restrictive rules and culture of the Hellyni. The planet isn't as colonized as Hora but it serves its purpose and the land provides all the women that fled to the planet need to survive. In more recent years they've begun aggressive acts towards Hora.

The political structure of the Hellyni is the fragmentation of governments into the so-called City States. This does not mean that their territory only consists of the City they reside into but with surrounding villages or smaller towns who do not classify as independent city states and colonies.
Furthermore, the Four Great City States are not the only city states on Hora, there are hundreds of others but they‘re in league with one of the Great Four. Technichally, being their vassals. It was not uncommon for some of this vassals to pledge their complete entity to one of the Great Four becoming part of their actual territory, yet such cases were more often occuring during periods of civil war.
Furthermore, the Four Great City States are not the only city states on Hora, there are hundreds of others but they‘re in league with one of the Great Four. Technichally, being their vassals. It was not uncommon for some of this vassals to pledge their complete entity to one of the Great Four becoming part of their actual territory, yet such cases were more often occuring during periods of civil war.
Attika is the only city-state of the Big Four that utilizes an actual democracy along with a system of checks and balances to ensure one group did not have to much power.
- Ekkleslia: A political group that accounts for 4000 individuals drawn from a lottery. The only requirements being that one is male and completed their military service. Assembly members only serve for 18 months at a time, and they are tasked with deciding things such as war, internal/foreign policies, changing of laws, and serve as judges for Public Officials.
- Vouli: Also known as the Voice of the Four Hundred was the political body of Attikan government that acted as a council. They were the ones bringing the agenda for the Assembly to vote on. The members of the Council were drawn by a lottery, as it is believed that pure chance is not influenced by money and popularity. The lottery would draw 10 male citizens above the age of 30 and they would only serve for 18 months.
- Dikasteria: The third party is the Dikasteria which serves as the courts for the city-state. Every year, 1500 jurors were chosen by lot from a pool of male citizens older than 35. They were divided into groups of five. It is argued that this political body contributed most to the strength of democracy because the jury had almost unlimited power. The verdicts on court cases were decided by a majority rule of the jurors.
Spathi is another city-state that divides its political body among three separate groups.
- Dual Kingship: The kingship was hereditary and dates back to two aristocratic families that are thousands of years old. Ascension belonged to the first born son. Both kings had equal share of power to prevent absolutism. The duties of the kings were judicial, militaristic and religious. They were the primal priests of the state and were those that performed certain sacrifices in religious rituals. Their judicial authority was limited to cases with adoptions, heirs and public adoptions. In the militaristic aspect of responsibility, the kings were obliged to lead their armies into battle but are not allowed to declare war with majoritarian support of the Overseers.
- Ephors: Five individuals that are annually elected by the citizens. It was forbidden for one to be re-elected. Overseers’ power was immense in Spathian politics, they did not have to kneel before the Kings. They are the executive branch of the state and their decisions are decided were made by the rule of the majority vote. Civil cases were under the overseers’ jurisdiction along with criminal cases.
- Gerousia: A council consisting of 21 elders over the age of 60, elected for life and usually part of the royal households. High state policy decisions were discussed by this council who could then propose action alternatives.
Makrosia is the only City State which is not actually a City State but a Kingdom. Unlike their polis-styled Hellynic brothers, they believed in annexation and the rule of one. It employs two political bodies, one executive – the King and one counselling – the Council.
- King: The King is the sole ruler of Makrosia, his word is above the written law. He takes the major decisions on the direction his kingdom is to follow. He commands the army, directs diplomacy and is head of the Makrosian religion.Succession was hereditary on the principle of the first born son.
- The Council: The Council was a group of eight of the most eminent Macedonians, chosen by the king to assist him in the government of the kingdom. As such it was not a representative assembly, but notwithstanding that on certain occasions it could be expanded with the admission of representatives of the cities and of the civic corps of the kingdom. The Council gathered often and represented the principal body of government of the kingdom. Major decisions taken by the king were subjected before the Council for deliberation.
Emporio’s political structure was simple – a rule of a consortium of the wealthiest traders in Emporio.
- The Consortium: It is made up of the seven richest male citizens of Emporio. The end of every fiscal year, wealth is compared and those that make up the top seven make the new Consortium. They are the ones that take major decisions – be it war or change of policies. The consortium also takes part in various religious festivals. Their focus has always been making Emporio the richest City State in Hora.
- The Assembly: To prevent the Consortium for complete dominance over the citizens of Emporio, an Assembly of 350 men, randomly chosen by a lottery, gather to discuss and possibly dispute certain changes, along with demanding wants if any. The Assembly acts as a possible veto to any changes of policies the Consortium might commit that the masses do not accept. The process takes place as a voting amongst this 350 men with the rule of majority being the principle of the voting process.

Attika is the capitol of the Attika city-state, the city is known for its remarkable beauty. The streets are narrow, but throughout the city is water that one can use to travel quicker. The city is one of culture and is known to have gathered many things from other planets that they bring to the city, such as music, art, and food. In the center of Attika is a large building that serves to house all the political parties when they were in session. Spathi is a city built high into the mountains of the Hora jungle so as not to many can reach them and they have the perfect defense position. Unlike Attika it is nowhere near as cultured and at times can be seen as quite minimalist fitting the warrior groups ideals. Due to being mainly warriors the Spathi people focused more on functionality more than looks so the city is incredibly dull. With the only truly extravagant building being the houses of the Kings. The cities even reach into the bowels of the mountains and connect to other mountains underground.
Makrosia like Spathi was built in the mountains, but unlike Spathi not built within the jungle, nor did the city stretch into the mountains bowels. The city of Makrosia is quite ostentatious and while cultured it was nowhere near Attika. It was pretty much in the middle of Spathi and Attika in terms of architecture. Due to being spread across mountains numerous bridges are used to provide access to the other portions of the city. For some of the less physically fit it becomes difficult to breath due to just how high up Makrosia is upon the mountains. The largest building in this city being the palace that houses the royal family.
Fitting the Emporion people, the city of Emporio is the most ambitious and ostentatious of the Four big city-states. In terms of culture they put all three nations to shame seeming to focus on it, and instead of focusing on what was a defensible position it instead is built upon open land surrounded by beautiful landscape. Sitting between Spathi and Attika the city is often guarded by mercenaries that have been hired the people that stay here are commonly of wealth. The architecture for all the homes is grand in stature with one home usually being able to house multiple families.

The Haphaisthios Caverns are a set of caverns that stretch across hundreds of miles and is filled with rare gems and jewels that the people of Horan mine. While there are plenty of other caverns that serve as mines none are like this one due to its incredible size and the large amount of lightsaber crystals that can be found inside of it. Even so the caves are filled with peril as there are rancors that live inside along with numerous Kinrath. It is one of the few neutral spots on the entire planet where all members of the Four big city-states can conduct business but not war against each other or feud. Nor can any city-state lay claim to it. Due to the sheer amount of danger that fills this cavern much of it still hasn't been explored as no City-State is willing to risk slaves to get the crystals and gems housed there.
The Syracusia Shipyards are the greatest shipyards of the planet Hora, while there are some owned by other city-states such how Attika owns their own, the Syracusia Shipyards is a neutral Shipyards funded by all of the City-states with Emporio being the main one to fund the cause. Built high above the planet this is the only shipyards on the planet that is neutral and is often times where the city-states go to build their ships due to the massive size. It is also a bargaining chip in Emporio's favor as they fronted most of the money to build the shipyards and could just as easily destroy it. These shipyards are one of the few things that keep Emporio in the game as one of the Big Four city-states as none of the others wish to loose the shipyards. Split into four large areas so the members of the city-states don't have to meet each of the Big Four are granted their own personal areas to build and work on ships. Though Attika has made the most use out of their section often turning out the best ships the Horan's have ever seen.
Horan people tend to be quite hedonistic overall. They love and appreciate good wine, good food and good conversations. Horans value the good aspects that life gives and are very positive people. Due to their religion, they also have numerous festivals throughout the year. Having fun is as important as working hard. This, of course, does not mean that they respect laziness. Quite the opposite, Horans believe that a man deserves relaxation equal to how much he has worked.
The Horan are very proud of their heritage and some go to unbelievable extent to brag about that. They like the fact that they are one of the first recorded civilizations in the galaxy. The Horan are very open minded and liberal. Yet, they are very opposed to cross-dressing, believing a man should be a man and a woman should be a woman, no matter what their sexual orientation is.
Although having explored near systems thousands of years ago when their Great Exploration Era began. In their colonization, the Horan did not force their culture upon those they colonized even though it was recorded that many actually took upon their culture voluntarily.
Despite being unbelievably united when facing external non-Hellynic threats, the Horans tend to be ripped apart from internal strife amongst the City States. In the wider galaxy, outside of Hora, the Horans retain their unity as they are amongst those that are considered foreign and external. (See species sheet for more)

For thousands of years, the Hellyni developed on their own until around the time of the Mandalorian Wars were they found by Republican explorers and cartographers. With the opportunity to join the Republic, the Horans divided into those that were pro-Republic and those that were anti-Republic, once again throwing themselves into yet another civil war. Without the Republic’s support, due to putting all resources in the war against the Mandalorian crusaders, the pro-Republic faction lost.
The only positive outcome was that the Horans were once again open to the wide galaxy.
Their rich of lightsaber crystals and agriculture planet of Hora boosted trade between the City States and other factions such as the Galactic Republic itself. This trade enriched the Horan people who went on yet another colonization spree of the surrounding planets – this time successfully.
As the Hellynic City States expanded out of their planet, so did their strength grow. Yet after the so-called Great Colonization period, immediately followed series of civil wars that helped subjugated planets escape Hellynic rule.
The Hellyni’s next few thousand years were monotonous – colonization and civil wars. Proponents of uniting the Hellyni and putting them as a part of the Galactic Republic were quickly demotivated when the Galactic Republic itself fell and turned into a Galactic Empire.
The Galactic Empire immediately turned its direction of securing the great Hellyn shipyards and their land rich of lightsaber crystals and agriculture. The Empire’s rule was brutal on Hora due to the population’s high amount of Force sensitive people and their utilization of lightsaber weaponry.
Being under Galactic Empire rule for a few decades grew enough disdain amongst the Hellyni for any galactic governments and thus, despite the Empire’s fall and transformation into a Republic once again, there were no proponents of joining any galactic government at all.
The Hellyni colonized neighboring planets and entered a period called the Golden Age. All the City States thrived, despite civil wars being common, until the Gulag plague which threw the whole galaxy into the 400-year darkness. Hellynic colonies were lost, City States’ great growth and progress halted. Population declined immensely due to the plague.
Coming out of the 400-year old darkness, the Hellyni, pioneers as always, immediately stepped back on their feet and progress continued once again, yet incomparable to the rate of growth that was recorded during the Golden Age.
During the Dark Harvest of 836 ABY, all Hellynic states had closed access to their homeworld of Hora to any off-worlders. The news of the rising dead were spread by a party of Emporian traders. Until the end of the Dark Harvest, the City States were in a recession due to closing down every connection with the wider galaxy.
During what is perceived by Galactic Historians - the Netherworld, due to Hellyni's great attonement to the Force, their homeworld of Hora is shook by earthquakes constantly while vegetation rots and animals produce 10% of what they usually produce leading to a famine. The famine massacred the population of the Hellyni, recording a 15% of population due to the famine and mysterious disappearances. When this cataclysm had finished, the City States aimed quickly to start progressing again, now even slower than at the end of the 400-year old Darkness.
