How do bounties work, do you have to have permission to kill them, and in that case, why would anyone want to agree to that, especially with characters such as Miss. Blonde?

You do not need permission to go after them in public threads, however it is entirely up to them if they are willing to be captured, killed, or even acknowledge you. It's best to generally ask the person.
There aren't really any rules on it. It's entirely writer driven. Nobody can kill your character except you. That's really it.
Most people don't agree to it, which is why most bounties are never completed.

yeah, bounty hunting, for all its presented badassery in the SW universe and media that We The Audience see, is a pretty dry and rarefied job with regard to SW-rpg's.
the only real way one can roleplay a bounty hunter, is if both writers, the hunter and the bounty, confer and agree to do a thread where the bounty is captured by the hunter. Given that this is uncommon thing, it is not really all that entertaining to have one's character be a bounty hunter.....and if you try too hard at it, it can be really drudging and very tedious and boring.
