This is because the actors used for Rebels were most inclined towards General American pronunciation while those used for the Empire leaned towards a British RP pronunciation (with some exceptions and variations). I hear they make a joke about this in SWTOR when you play Imperial Spy. I know Obi Wan uses it too, but that may be to establish a connection to the Republic.
