how does bounty hunting work?

I know absolutely nothing on how to bounty hunt on here.
First, how do I accept bounties? Do I just say that I will in the thread?
Second? If my bounty is to kill a pc, how do I go about that without the permission to kill the pc from the guy who plays hi..

Yes.

If it's public, just jump in. If it's an invasion or dominion, make sure you don't do anything that would affect that though it's best to ask permission. If it's private, ask permission to join first.

Generally, most of the bounties are Capture/Kill and the ones that are strictly kills are usually just for story progression.

Also, don't forget; you can still incapacitate someone without killing them. Usually that results in things like missing limbs or damaged organs.

Bounty hunting is all about OOC communication.

Make sure that you PM your target and let them know "Hey, I've accepted the bounty on you, would you want to start a private or duel thread or mind if I'll jump in this Faction thread?"
If they'll be in an Open thread, then yes, you can jump in to do your thing, but make sure you'll let them know that you'll be doing that.

And Ashe is right, you can knock somebody out in combat, but you cannot kill them unless you have their permission, that's why most bounties have a reward for bringing in targets alive.
