I don't mean the in-character process but submissions. Can they be created as NPC units, do they need to be made individually or should I submit them as "limited" in manufacturing?

Thats actually quite simple. Are you planning on deviating away from the "canon" Technobeasts at all?
Like will they be any different than...well slow moving mechanical zombies?

I intend on having a small number of "Teirs" of technobeasts as well as a few unique individuals. Cannon being the most common of course.

Okay. Technically, you don't need to submit anything to the Codex or Factory unless it gets reported and an RPJ tells you that you have to.
That being said, I would submit anything to the Factory that deviates too far away from canon SW Technobeasts. This will save a lot of headaches down the road and will make it easier to reference things in the future.
