[member="Camellia Swift"] - you would petition the Office of the Military Chief of Staff, not the Senate, for approval and acceptance. The Military Chief of Staff would then present findings/intentions to the Senate Military Oversight Committee if the new contract required an increase in funding.
Seeing as the Senate already passed a bill to expand funding of the military, shouldn't be terribly much of an issue. This can all happen in the same thread to help with the post count, and you're welcome to accompany Caid to the meeting with the Committee - there are several other items on his docket for presentation anyways.
That being said - any citizen that wishes to speak in front of the Senate (for ordinary purposes) would just have to work through their Planetary Senator. If there isn't one, you have the option to NPC one. Whatever issue you'd wish presented would go before a smaller committee before going to the floor of the entire Senate (if necessary).
