Rebellion rules are only for new dominions. Hapes is firmly within OS territory. Nothing short of an invasion would do it.

Lol be like the french in world II! Government in Exile! Rally up some Free Hapes forces we have a number of worlds more than willing to take in refugees and help train those who wish to liberate their home worlds (that little cluster of a crite ton of systems!)
