I want to make something of it and use it in battle. Who can help?

Armor typically doesn't require development threads unless it possesses lightsaber resistant materials, cloaking devices, or energy shields and whatnot. The latter two you might be able to get past without a dev thread, but restricted material will always require development.

what you should do is start setting up the design now and when the factory opens again then you can just submit it easy
