The collapse of Imperial rule was long foreseen.
The rise of populism and democracy had long presented an inherent danger to the Imperial Bloc, proven with the fall of the Galactic Empire at the hands of it's oppressors, the First Order by it's Ssi-Ruuvi neighbors and the One Sith by infighting. Thus, it was only a matter of time before such fallacies gave rise to new ideologies of how to manage an Imperial State.
The New Imperial Order rules through near constant offensive action, the First Order through the old idea of Peace through Strength. But the Imperial Remnant? Through purpose.
Nothing can remind the Empire of this than their own refit of the Imperial Class of Star Destroyer. Renamed Avenger in spirit of the Retribution Corps' ultimate goal of avenging the Empire's of old, the new line of Star Destroyer was designed to operate on it's lonesome. With incredibly powerful weaponry acquired on the open market and from their predecessors, the Avenger was not envisioned as being the same blunt tool as the Imperator.
Instead the 1.6 Kilometre destroyer was designed to operate in a multitude of roles including patrol and mainting or establishing space superiority.
