Even sticking my head in from time to time, it's hard not to notice that there's a movement towards independent systems. The Coruscant First movement comes to mind. They've done an excellent job of showing that it's entirely possible for a planetary government to have an impact on galactic politics, and I'd love to see this sort of thing take off. Allowing for independent systems to claim autonomy on the map could add a nice wrinkle to the map game.

Allow independent systems to claim territory on the map under the following conditions.
- Must meet the minimum requirements of a major faction.
- Must demonstrate consistent worldbuilding in the system in question. (In other words, build the government, write the people, etc. Can't just pop up and claim a system without putting the work in.)
- The system they claim must be in territory that isn't officially under the control of a major faction. If the territory is under control of a major faction, it must be eligible for rebellion, and rebellion rules must be followed.
- Allows independent systems to control and defend territory on the map. In order to be brought into the influence cloud of a major faction, the system must be successfully invaded.
- To that end, the system in question may control a fleet purely for defensive purposes. Size TBD, but I wouldn't think it as large as a standard faction.
- The system may not claim additional territory without applying to become a major faction.
- Without dominions or invasions, must find other ways to demonstrate activity. Group threads, diplomacy, and skirmishes all seem like viable options.
- Not eligible for a flagship/SSD/whatever the hell we're calling it these days.
