You can for sure. As Darth Vulcanus I expanded heavily on the canon pyromancy and even had him create his own form of melee combat using the powers he had created. You just have to be reasonable and not overdo it and actually working for it through a story makes everyone respect it more.
There is no formal way to make new force powers but if you show work and story to do it, people will respect and acknowledge the power your character wields.
