As a rule, I think most jamming devices are either relatively directed (for stronger jamming), or wide-range (a little kid with the right kind of scrambler could punch through). Actual signal scramblers might be better.

That was probably because something like fifty or more ships were all jamming at the same time, and even then transmissions got through.

Anyway, my point is: you use a whole bunch of normal jammers, and you're golden. You could manufacture those yourself.
