DESCRIPTION
The galaxy contains thousands of Sith. Jedi don't kill prisoners. Freezing everyone in carbonite isn't a portable solution, and other Force-negating restraints tend to use rare and unusual substances or even living creatures.
Jend-Ro Quill's approach was to imbue handcuffs with the Force in a specific and difficult way, a variant on the classic Wall of Light. Any Force-sensitive who wears Jedi restraints will not be able to touch the Force. Due to their huge potential for misuse, Quill has not made very many restraints, and has only shared the art with a handful of senior Jedi Masters.
The secret of making them is deceptively simple. One Jedi Master wears the cuffs, and another Jedi Master applies a Wall of Light to the first Jedi Master over and over, with the cuffs as the focus point for the ability. A couple of hours of this, and the cuffs will retain the ability to seal someone away from the Force. It's a taxing, time-consuming, and uncomfortable process.
