It's considered to be an archaic practice associated with older and lesser Sith Orders than our one, but its not explicitly forbidden or outlawed, just...
I guess you could say frowned upon? Mostly because we're trying to topple our ancient enemies (The Jedi, Republic, etc etc etc) rather than destabilize ourselves with pointless infighting.
