  Kaidan was created in a lab on Zeta-09, from the DNA remnants on Kadan Scipora's lightsaber. Using ancient cloning techniques, Darth Levo has forced memories of dead Mandalorians into the clones mind, and trained him to use the force, but the result was an entity that was more creature than human. So, seeing that he would need to be reigned in, the Darth turned to his chief technicians to 'fix' the subject into something more presentable. The result, was a mentally unhinged force user, with a neurological restraining bolt keeping the creature at bay.
  
  Kaidan is initially being used sparing as the apprentice for Death Levo, being deployed as a mere use to test his 'ability' to manage interacting with other humanoids. Once those tests are done, Darth Levo hasn't exactly told his fellows what he plans to do, but many can guess it is not for the best interests of the clone.
