In the time of the old Empire, Ketaris was a Fortress World. Time went on and saw several changes in regime but one thing remained constant: the strategic position along the Braxant Run that made Ketaris an integral trade hub between the Core and juggernauts like Muunilnst and Dubrillion. When the New Imperial Order took Ketaris, it struggled at first. The growing pains between Republic and Imperium were difficult for some older, stubborn patriots and many young people viewed Imperial Reign as tyrannical, even evil.
Due to the constant friction between the minority Republican faction and the Imperial government, it was decided by the Imperial Assembly that a warlord was necessary to secure a full transition to New Imperialism. Enlil came to the New Order during the conflict with the Sith, and after proving his skill as a leader and gaining the trust of Irveric Tavlar and elements of COMPNOR, he was given control of the world to help stabilize it.
When Enlil took power, he slowly brought the more radical offenders to justice, even going so far as to commit to a second “Normalization.”
With effort, peace was restored to Ketaris. The King began to rebuild and reform policies in a humanitarian effort to streamline goods and wealth for all its people. By revitalizing the University of Ketaris and manning it with some of the brightest minds in the known galaxy, Enlil sought to turn the interests of the common man away from infighting toward a unified pursuit of knowledge and self-improvement. The Age of Enlightenment that followed molded the world into a safe, healthy environment for anyone to visit.
Due to some pushback from the Imperial Assembly, Enlil took a suggestion from DECEASED Erskine Barran , a Brigadeer General from Gaalidran to incorporate an Academy from Imperial Officers into the University’s budget. Because of this, security on Ketaris has enjoyed tightening and the school enjoys a steady flow of funds.
While originally a manufacturer of arms and various war related tech, Enlil's systematic demilitarization of Ketaris has led to them taking cutting edge strides in medical technology and cybernetics research, making the world a valuable asset to the relief efforts across the Galaxy and a humanitarian hub.

Anyone who visited could enroll in classes or attend lectures, work to develop new medicines or study ancient civilizations, or simply admire the rich history of Ketaris and the changes to its culture through the ages.

The King has taught them instead of resorting to violence, to seek to better understand those that they do not agree with and find a way to improve things for all people. A world defined by its strivation toward education and that embraces free trade, the people of Ketaris are best described as “eager to learn.”

- Wealth: Wealthy Ketaris is sometimes called the Gateway to the Imperium, a veritable breadbasket of various trade goods and higher learning. As a hub, it brings in a high influx of traders and spacers who refuel and restock, as well as being a welcoming location for foreign dignitaries en route to Bastion.
- Stability: High Prior to Enlil taking the helm, Ketaris struggled with civil unrest due to sympathizers from the previous regime clinging to their lost democracy. Events unfolded to where the Capital city came under duress and the King took action to put down the offenders. After the remaining offenders were either taken into custody or executed, Ketaris slowly began to heal. The process included funding for reshaping the world’s once powerful trade based economy and refounding the University of Ketaris. After the renovation and expansion of the institution, invitations went out to bring foreign scholars of renown and great potential in, and scholarships were offered to citizens of Ketaris who performed in an exemplary manner to attend. This helped to unify the people by giving them an open forum for their beliefs and an outlet for their creativity, ushering in an Age of Enlightenment.
- Freedom & Oppression: Mostly free. Imperial rule is in place, but the people largely have freedom to live as they please. A New Imperial tithe on Military serving is standard to most systems, but Ketaris has exemptions for fledgling scholars with outstanding performance. Taxes are fairly higher than normal and subsidization by the government has wrested control away from corporations, making the economy directly policed by the local office of commerce but because of this, equal opportunity and non-discrimination are the law of the land. The King, Enlil, strictly enforces the law and brings harsh punishment down on offenders, but he is fair and just. Of note, extorting others and gouging prices are among some of the most severe crimes on Ketaris. The exception to this is foreign trade, because Ketaris has no control over external markets. They do have a system in place for financial grants or loans to purchase imported goods integral to domestic trade, notably, which helps to offset financial burden on the individual. Single Payer Healthcare and a functional welfare system are also in place on Ketaris.
- Military: Ketaris was a fortress world of the Galactic Empire, long ago. Some of the fortifications remain and have been rebuilt, but ultimately it is not the juggernaut it once was.
