The recent summit on Kabal was a major success. Concerns were shared, stances were taken, and the new League of Autonomous Worlds was officially chartered. Among the signatory worlds, systems, and enterprises present was Sâs Pen’kar Sâs Pen’kar of Neo-Kamino, who pledged an army of clone troopers to support the LAW's Civil Defense Force. Needing all the help it can get, the LAW would be hard-pressed to pass up such a generous tribute to its fledgling military - but the question of whether or not the practice of cloning violates the LAW's founding articles is unclear.

Do clones have autonomy? Are they allegiant first to themselves, their creators, or the nation they're pledged to? Today's summit is an open-floor discussion among the League's leadership on the topic.

"Welcome back to Shoribus!" the chairwoman announced from her pod near the center of the chamber. Avra Dokaar was a boisterous Mon Calamari spacer, one who knew the former RTL systems like the back of her hand. Today, she served as a nonbiased chairperson for the League Council's session regarding the acceptance -or declination- of cloned sentients into the LAW's military forces. "The floor is open to Councilors and trusted allies of the League." Avra looked to Aerin, who nodded her approval.

"Let us begin," the Mon Calamari said with a dignified nod of her own.

It had been a small amount of time since the initial meeting of the future members of the League of Autonomous Worlds with future negotiations to occur. Not much had happened minus some diplomatic overtures with other potential members. Traveling to assess the strength of the Sith Order and to build bonds with their future allies. But now the day has finally arrived to answer every concerned question that the assembly may have.

Sâs Pen'kar stood in the senatorial pod with his assistant and listened to the Chairwoman speak and opening the floor. When she finished he bowed and pressed his button "Hello assembled representatives, Thank you for your time. My name is Sâs Pen'kar elected council president of Neo Kamino. Their are questions that have been raised about our clones that make up our army. What we call the KGCA the Kaminoan Grand Clone Army, any questions I am glad to answer."

The exact nature of who will ask what was unknown. But they would all be answered in time and sufficiently for the end goal. At least that is what his research pointed to.

High Commander of the Lilaste Order
Laphisto pressed the button on the terminal of his stand in order to request the floor. And he waited patiently before it was his turn to speak his hands clasped behind his back while approaching his podium

" I thank you all for allowing the Lilaste order to participate in this decision. The members of the order would like to start this off by stating while we respect the skill and engineering of the esteemed doctor Sâs Pen’kar Sâs Pen’kar the order rises the question of its ethics. I have seen the ferociousity and capabilities of clones. I have fought along side them while working with the Empire of the lost but they are no different than organic droids. Programed to do what they are told to do."

Looking outwards he flicked his lone ear extending a hand outwards towards the gathered attendees. "But such skill flash cloned upon ones brain doesn't even come close to the skills of a soldier raised for war. Thought from birth and having Thier training become a part of Thier fiber. Skills they learn and adapt over Thier life time as apposed to memories burned into the mind."

Efret fell into the 'trusted allies' category today. She had come to Shoribus on behest of the Jedi Coalition, which wanted a Force-using representative present for one of the first governmental meetings that the League of Autonomous Worlds officially held.

The assembly had taken some time to get back to her regarding her request for a GBSL interpreter, but she finally had heard word back about being assigned a Pantoran junior legislator by the name of Natsada An.

It was through her that Efret was able to follow the discussion. When there was a pause in speaking, Efret requested the floor with a press of the button in her guest pod. When she began to sign, the vocoder pinned to her tunic's neckline generated speech that interpreted the meaning of her movements aloud. "Perhaps it doesn't come close," she said, referring to Laphisto's comparison of cloned troopers to biologically original ones, "but cloned regiments have kept Neo-Kamino safe for years and surely will continue to do so. We need not discuss their effectivity but ethics. Rather, the ethics of their creation and service." She scanned the chamber until she found the Neo-Kamino pod, and smiled. "President Pen'kar, the science of cloning is obviously a pillar of Kaminoan culture. My fellow Forcers, and perhaps also some of the League Councilors here, are concerned about accepting a regiment of your Grand Army into the Defense Force. Specifically, the legal definition of slavery as outlined in the Free Planets Charter may be at odds with your planetary tradition. I would like to hear more about your army in regards to the clones' treatment. What are the conditions of their service, for example, and are they allowed any freedoms or pleasures that do not directly serve the interests of the armed forces?"

Aerin, still navigating the line between League Councilor and First Administrator, watched with interest as Sâs Pen’kar Sâs Pen’kar of Neo-Kamino opened himself to questions from the Council.

Ethical questions rang out, as expected. What good is the quality of combat effectiveness is the memories and experiences they draw from are merely reprints of the original? What makes clones different from slaves?

First Administrator Denno had similar questions, but she held them for now. Her eyes scanned the room for Corbin Vasher Corbin Vasher of the Trade League and Brachtor the Vindicated Brachtor the Vindicated of Geonosis, eager to hear further questions.

Otherwise, she would turn her attention to President Pen’kar. His answers would guide the Systems Council decision.

Brachtor, largely withdrawn within the subterranean towers of Geonosis, had not neglected his obligations to the recently established League of Autonomous Worlds and had arrived within the Central Citadel on Kabal. Although he did not personally endorse all the measures enacted by the new administration, it remained his duty to advocate for both his own planetary interests and those of his benefactor, the Trade Federation of Planets which had decided to withdraw most of their industrial might from the planet in order to bolster the Alliance's economy.

He had been apprised by a local interpreter upon arrival that the current session would focus on the government's initiative regarding the creation of a clone army by Neo-Kamino under the direction of the brilliant President Sâs Pen’kar Sâs Pen’kar . The Geonosians and the Kaminoans, as distinct cultures, have been acquainted for a significant time, tracing their interactions back to the commencement and conclusion of the intergalactic conflict referred to in historical accounts as the Clone Wars.

He had no exact knowledge of the war itself, and many regarded it as simply a myth but deep down the Archduke knew that it had to have happen given the wreckage of warships and armor uncovered in the dunes.

<<< CLICK..CLICK...CLICK.. Numerous delegations present have expressed valid concerns regarding the establishment of a Clone Army, particularly in relation to issues of servitude and ethical implications. I, too, find it necessary to critique a culture that has historically been responsible for the bloodshed of my people on their own soil. >>> Brachtor communicated via the microphone in his Geonosian dialect, advancing the pod to represent Geonosis in the discussion at hand.

<<< However, it is imperative that we refrain from challenging the traditions and customs of a culture, nor should we deny them the opportunity to integrate into the League solely based on our disagreements or criticisms of their industrialization practices. As a governing body, we must position ourselves above ethical or moralistic judgments and look at the benefits to our citizens as they no longer have to pick up a blaster or lay down their lives for uncaring overlords within this very hall >>> He continued with a small switch in tone to make the point.

Sâs Pen'kar stood looking at each other speaker in turn taking notes to answer their questions. For that's what the whole session was called for.
" I thank you all for allowing the Lilaste order to participate in this decision. The members of the order would like to start this off by stating while we respect the skill and engineering of the esteemed doctor Sâs Pen’kar Sâs Pen’kar Sâs Pen’kar Sâs Pen’kar the order rises the question of its ethics. "But such skill flash cloned upon ones brain doesn't even come close to the skills of a soldier raised for war. Thought from birth and having Thier training become a part of Thier fiber. Skills they learn and adapt over Thier life time as apposed to memories burned into the mind."
Addressing Laphisto Laphisto first "I thank you for your question Laphisto of the Lilaste Order. They are not flash trained, they are accelerated aged to adulthood in half the time, then they get gene therapy to normal aging. During that time they are given the training needed for the role they tested for and had chosen for themselves within the military. If the Empire of the Lost uses flash training that is good for them, we use hands on training."
"President Pen'kar, the science of cloning is obviously a pillar of Kaminoan culture. "Thank you Efret Farr Efret Farr for you questions. They are not slaves and are part of a legal agreement. When the Sith Order began expanding across the stars and their clone forces became known... We started looking at a gene source for a defensive army. After much time our search groups found a group of Melodies that did not want to be locked into an aquatic existence for the rest of their life. A agreement was hashed out that the 48 would come with us and be the group gene template for our army in return for their new society. The first 20,000 were given the enhancements the military contract ones would get. For a contractual creation of at least 3million gene varied clones.

As for allowed freedom's and pleasures, yes. They are allowed regular leave and spend time in their Melody Offshoot communities. After five years of service they are put on reserve for five years."

"Thank you Brachtor the Vindicated Brachtor the Vindicated . The culture we split from definitely contractually created that army, but we are not them. I also lament what Palpatine's Empire did with the clones, they were harsh with our old home world, not nearly as harsh as yours."

He nods at the Chair womans pod "I yield back to the floor for further questions & clarifications."
