I'm hoping to get enough crew to start some skirmishes and smaller threads, like raids on shipping lanes, etc.

Anywhere is fine. Any way is fine. Hugh flies around the galaxy, so there is really no place he couldn't go (maybe some government areas excluded, but I guess pirates would never go to these places, either).
