For several months since her departure from the Galactic Alliance, Grand Moff Vel'alari had busied herself overseeing the creation of a vast army of Clones on Kamino using the genetic template of Jango Fett acquired from various unlikely sources. Her time in the senate, while ultimately baring little fruit in terms of furthering her own designs, had given her a sizeable knowledge of the Alliance's inherant weaknesses and slow response to the increasing aggression of the Brotherhood of the Maw. And so she had quietly sought out more capable allies amongst the New Imperial Order, like minded imperialists in a large, chaotic galaxy.

While production on Kamino continued, Vel'alari could commence the next stage in her grand designs. At the invitation of her ally, Julius Haskler, she and her fleet departed the ocean world and made their way to Yinchorr, carrying the first complete and fully trained batch of Clone Troopers, numbering at around four hundred thousand strong, with millions more well on the way. As the large fleet of imperial gray Venators and Acclamators came out of hyperspace above Yinchorr, efforts immediately commenced to begin unloading the troops, their equipment and their vehicles. After all, most of Vel'alari's fleet would have to return to Kamino to keep it's cloning facilities protected, though a small number of Venators would remain.

As gunships and landing craft commenced their descent, they were followed by Vel'alari aboard her personal Lambda-class shuttle, escorted by a squadron of V-Wings as they made their way down to the Yinchorri capital, where Vel'alari would meet with Julius so they might further discuss their larger plans.

Yinchorr was peaceful, after the tentative evasion the security had suffered. But Julius had left these matters in the hands of Jerec Yularen Jerec Yularen for the moment, as he had more pressing matters. Marcus Bastion Marcus Bastion was needed to be seen to assess the global situation of the Empire, he had leagues on the arms to use or combat, and at the moment, he had to meet with Grand Moff Vel'alari. She had been off for a long period of time, vanishing as she went, abandoning her planet to loyal lieutenants. And now, with an army to house and supply, she was coming at his door to ask for help, something he was very well disposed to give her. He had started his relationship with her through wariness, but as Marlon Sularen got ousted from the Core and he observed her not doing anything, he understood she was of the batch of those who stay loyal to where they are. Hence he had decided to help her obtain independence and join the Empire, something he would have loved to do himself from Anaxes.

As Vel'alari's fleet came out of hyperspace, he made his preparations to meet the Chiss atop the Squall, the old Royal Guard training facility, used by the TodHusars to train themselves. It was a nice vantage point on the desert and the valleys, and there, further south, towards the Imperial Detention Centre where the rebellious Yinchorri were still being held. One day, he'd send them to Prefsbelt, or something. Whatever. He watched, cape flowing in the desert storm, the shuttle come down, to the designed landing pad. He was waiting. Once the vessel touched the ground, he walked, slowly, to greet the Grand Moff. It was a moment like no other. Even with the detestable meteoric conditions, it was perhaps the first time the two were meeting, and it was surely a great leap forward to bring about the end of democracy.

"Greetings, Grand Moff, to your second home. Never will you find more welcoming arms, more committed hearts, more people dedicated to the same task. I know you went for the clones, but I want to enjoy the moment of us two, living the moment, and tasting the coming victory of the Empire. Today, a great force has been assembled here to train and prepare the day where we will march once more to Coruscant. Together, to victory. Neither Sularen, nor Tithe or anyone else will resist us."

As Vel'alari emerged from her shuttle, she was flanked by her security detail of four Clone Shock Troopers, distinctive crimson markings adorning their Phase II armor. She quickly extended a hand to shake that of Julius, a smile forming upon her lips. "It is a pleasure to meet you properly at last, Ambassador Haskler. And please, just call me Admiral Vel'alari, for now. The title of Grand Moff was useful during my reign over Bilbringi, but I would rather earn such a moniker within the New Imperial Order through effort and the proper channels. I was an admiral of the Ascendancy's Expansionary Defence Force before becoming a warlord, so such seems a more appropriate title presently."

She then gestured to the Clones guarding her. "As promised, my efforts spearheading the cloning program on Kamino have born great fruit. Four hundred thousand units, with millions more well on the way. The New Imperial Order will not find finer troops this side of the galaxy. I thank you immensely for agreeing to house the Clone Army here while we make our plans to approach the Imperator and offer my support."

As the Chiss came down the shuttle and walked towards him, the Moff was hit by a singular feeling. The Clone Troopers looked like dragged from another age, the shuttle itself a relic of former glory. It was magnificent to feel back 800 years ago, but at the same time, it reminded Julius of the problems the current Empire was facing, with distrust, political instability and many problems on the horizon. Was this army the fatal blow for the Empire? He couldn't tell for now, but such an arms race was a worrying prospect for many around Yinchorr, like the Alliance, merely a hyperjump away. Within hours, the Anaxsi could be to Brentaal IV and start the reconquest of the Core. They could invade Nestab to link up with Bilbringi's forces. They could liberate Carida. But it also meant total war between two giants already threatened by a third, and a protracted war was not something the Empire wished.

It is a pleasure to meet you properly at last, Ambassador Haskler. And please, just call me Admiral Vel'alari, for now. The title of Grand Moff was useful during my reign over Bilbringi, but I would rather earn such a moniker within the New Imperial Order through effort and the proper channels. As the Grand Moff started speaking, Julius was hit by the change that had occurred in the Chiss's persona. He had always seen her as a rather independent leader, a warlord truly, not keen on bending to a foreign master. Yet, it seemed Vel'alari wanted to show a very humble face to the Empire, by stripping herself of her title of despot of Bilbringi and by kneeling before the Emperor. How unexpected and welcome. Indeed, she would go far with this line of thought. By presenting herself to the Emperor in the midst of the disaster at Noris, as nothing more than an exiled Chiss admiral, she would have an easy time convincing him to accept the armies of clones than if she had shown draped in her majesty and pride.

With a warm smile, he took her hand to give it a light kiss, before offering her to follow him to the observation panes that overhung the Squall. Inside the arena, Jerec was leading TodHusars in a mortal dance of swords and small arms, a fascinating spectacle Julius did not ponder over too long. He turned to Vel'alari and continued the dialogue.

"Admiral, it is with surprise that I see you humble yourself like that, but I think it'll be appreciated by many in the Empire. Your troops shall be given a house and everything they need for the time they stay here, and my logistics delegates have already been working on a solution to provide permanent, more comfortable housing for the clones. In the meantime, they'll be housed alongside the TodHusars defending the planet, and perhaps they can train together and forge immortal bonds.

The Moff gently shook his head and thought of her future in the Empire. If her rallying the Empire became known to the outside world, it would be a catastrophe for the Imperialists in the Senate. One way or another, he had to ensure she made it to Bastion secretly.

Our immediate concern will be to foil both Imperial and Alliance Intelligence regarding your presence and the presence of such an army in imperial space. Thus you will not leave this planet with your ships, but we'll arrange your transfer to Bastion aboard the Imperial-Anaxsi's flagship, the Tormentor. I think you'll like the vessel, it's also a relic from the past. Once you meet the Emperor... You will have to be cautious. The recent events have left him irascible and sombre. You'll have to speak with calm, not let your fear be shown or perceived, and, most importantly, you will have to ensure the Emperor of your absolute loyalty regarding the clone army. Be transparent, tell the whole truth, and you will gain his trust. If you do, he will probably relieve you of command regarding the clone army, but I will make sure you do not stay idle. If he finds something in you he cannot trust, or he does not like, he'll put you in jail on Stygeon Prime and dismantle the army. I'll be stripped of my rank and the Anaxsi will have to resume their nomadic life.

Are the risks and rewards clear to your mind, Admiral? Do you have any questions?"
