Map Question-LoTF

I have read the current and most recent map update here and it states that our territory already has control over my custom planet of Vortusa, is this correct?

and if it is does this mean we no longer need to worry about doing a dominion for the planet? I mean my main concern is bringing it under the protection of the LoTF and just wanted to make sure I am reading the galactic map correctly.
