Look at the images info. I'll guess its in the 800 pixel range. Should be 2200 or so. I don't know what causes it. It works for some and not for others. For me it usually corrects itself after a week or two where I can use the map again.

Pretty much confirms my suspicions. Image Shack seems to be the problem then. (Whatever the problem actually is).

You become a major faction then apply to have that planet within your influence cloud.

You can, and you can write your own story of living there, but if a major faction comes along and decides to dominion it you're rather out of luck. Though of course can you can negotiate and deal with them to see if you can work something out.
