They are more or less a boost to forces for attacks or defenses, or testing the metal of local defenses to ensure your people are capable of handling themselves, don't believe they would actively do terror attacks no lol

The order runs similar to a Mando clan with the way of honor and duty but with an understanding the brutal reality of war
So if you want them there as a intimidation force for looks they might agree, though reluctantly depending on who's being extored
