Metal question

Alright so I was just looking around in the tech forums and was just looking at how things were. I saw that in beskar for the restricted items list it says the following, Now I have highlighted the words in red what I am asking.
Beskar (( Objective: Perform a mining operation, a raid, an excavation, or steal to obtain Mandalorian Iron Ore from any of the following planets: Mandalore, Concordia –OR— inflict a devastating defeat on a Mandalorian character and have them verify it. Characters belonging to the Major Faction whose influence covers Mandalore and/or Concordia are exempt from fulfilling this objective.
All tech submissions involving Mandalorians using Beskar will require a forging or construction thread of at least 10 posts where the item is made. Limited or minor production items will require longer dev threads of 20 and 30 posts respectively, or at the discretion of the Factory Judge. ))

Wouldn't this rule also transition over to those of other planets for other metals? as such Cortosis or Phrik? would those planets if under the influence of a faction be exempt to gather the material? and instead do something where they are just forging the metal much like how the Mando'ade are? I was just thinking and decided to ask that question about it.

I don't really mind if it is or not. I just felt like asking for clarification since Mandalorian iron is much more durable than Cortosis, however cortosis can short out lightsabers. Since they have about the same worth value.
 
The key feature here is that a development thread on Planet X to obtain Restricted Metal Y must be an open thread where members belonging to said major faction can step up and stop character Z from taking their resource.

The only time when simply 'jumping strait to forging' could be... acceptable is when the submission in question is done with the approval of the faction leaders for use by the faction as a whole, not just one shmuck.
 
Yes I get what it means.

I ask again.... What if the planet for one of these resources is under the influence of a faction. Like lets say someone from the ASA wants to make a Cortosis sword. And because they have Aphtros as one of their planets, that has cortosis, can they just say, "Oh I got cortosis from here and decide to use it because I work for the government." because the Mandos have the planet for beskar and only have to (now) make a thread where they craft the item or do something with Beskar in the thread for what they want to show that they have it. Could other factions do that as well? only with other materials that they have under their influence clouds?

EDIT: I mean they don't have to steal it. or make a new operation there if there already is one. That is what I am trying to get at.

The whole point behind the Beskar requirements, specifically, is to keep Mandalorians from tech-stacking two hundred kilograms of Beskar submissions without any work because it makes an unfair playing advantage. It's also to prevent people from joining the Mandalorian faction, doing one or two threads, then treating themselves to almost-indestructible lightsaber-resistant metal.

The reason Mandalorian Iron is even permitted freely to the Mandalorians in the first place is; 1) that it is prominent in Mandalorian culture, even mandated by their code in some perspectives; 2) that Mandalorians are typically not Force-sensitive and thus it would level the playing field for the Mandalorian faction to be more freely entitled to Beskar without said raid or excavation.

The Mandos don't have to acquire Beskar anymore. They do have to work for it now, though. As far as other metals...

I know Sarge was forced to do a Dev thread, even though he's a Pub and they had three phrik worlds (or something like that). Although the stated reason was that he wasn't active enough in that faction.

But, as the current rules go, I would say just do a dev thread. No matter who you are.

Yeah, changed my tag from Pub to 'tectorate and had to do a devvv threeeadd
