"It's never a trap! Why's everyone so paranoid?
Each planet under our flag is defended by it's own militia. For example,if we took Korriban,they'd have a militia of their own civilians that support us. We,obviously,fund their militias with supplies,and weapons. These Militias are simply there to defend the planet while our main force is out fighting. Militia's can,of course be founded to either defend an important political figure,act as the royal guards,etc.
