These droids were originally used as espionage droids commissioned by Warlord Zsinj's forces against the New Republic. Specifically the data from the droids was used to deploy empion mines. They were never used again after that. Until Mirdirmorut and Tom Taff managed to chance upon the plans for the droids. After review them several times the scientists of Mirdirmorut specifically within the black-site facility on Noasis decided to bring them back and improve upon the original designs.
To do so they added the mirdirmorut droid brain to make sure the droids couldn't be sliced to find out where they had come from or where they were transmitting to. They also added DION Fibre to get around the droids being EMPed. However both have their own draw backs such as the DION Fibre making the structure of the droid weaker than normal to physical attacks and the droid brain being able to be jammed.
The droids themselves had a draw back already present in the design that was kept that being no weapons to defend itself if found. However there was also an upside of the fact they already used optical camouflage to hide themselves on ships. Once the changes were made Tom Taff made sure his own forces within the ME had access to them immediately as it was important to his job. Whatever that was.
