Moving From Tier to Tier?

Alright, another thing discussed in the voice call both before and today. Companies moving from Tier to Tier. Not in the sense of meeting the requirements, but that some companies and individuals are busting their tails to try to make it two or three Tier movements in one go. Not that the work isn't commendable, but that it doesn't make sense to work on three or four dozen things at once to try and go from Tier 3 to Tier 6 in a week or so.

So, with that in mind, I'd like to propose setting a limit, of sorts. The requirements of moving from Tier to Tier should begin after the previous Tier is achieved and only count after that achievement is officially listed. To explain that more clearly, you must complete and achieve Tier 3 before starting anything to achieve Tier 4. Anything you started before getting Tier 3 will not count towards Tier 4. Only the products, projects, and threads started after Tier 3 was granted will apply to Tier 4. This applies for all Tier advancements.

I'm not comfortable with this being a hard and fast rule, but something like 'the majority of work done for tier X must have begun after the previous tier was granted' would be ideal.

This is logical, companies don't just GROW. They develop, expand on their consumer base then expand and look at other potential markets.

Capital investment (Not to be confused with financial invest), cost of diminishing returns, supply and demand are whats needed.
But lets keep it simple without getting into micro economic lectures. If we want to change how companies expand, you need a system that tracks what companies are making in terms of products and who is actually buying and using these products. Companies with large consumer bases, will then be the ones to grow into larger company.

I got this idea while pounding a Chipotle burrito not an hour ago. Why not have some kind of Corporate influence tracker. That measures companies by the planets they operate on and the where their contracts area. Furthermore introduce a system via RP where companies can fight each other to increase their influence and decrease other companies influences.
