Need Help Recoloring Some Images

Mainly just the eyes. I've been trying to do it myself using ribbit's tint effect but for some reason its not giving me the shade of blue that i want which is ice/turquoise blue. I am trying to edit the eyes for 13's new FC once he turns 19.


Does anyone mind helping me out? I'd appreciate it.
