As to underpowered I assume you mean in the was a leer jet is underpowered compared to an F-22 I am fine with it. If you mean it is underpowered as a single engine Cessna is to a leer jet then I will look to upgrade.
Defenses and armament will entirely come in the form of an escort.
When I mean underpowered, I mean in the context of how the factory judges moderate whether a ship is over/underpowered based on its production value.
What I'm about to go into will make more sense if you reference the
production value sheet referenced within the
starship templates post.
Now, to begin - a starship's production value generates 'points' used to balance the ships ratings (such as armament, defenses, hangar space, etc.) The "Mass Produced" production rating grants 0 points, "Minor" grants 1 point, "Limited" 2 points, "Semi-Unique" 3 points, and "Unique" 4 points.
Now, these points are expended by the rating you give each aspect of the ship as we mentioned. "Average" neither costs points, nor does it give additional points. Anything rated "Low" and beyond grants additional points. "Low" equals 1 additional point, "Very Low" 2 points, and "None" or "Base" or whatever equivalent rating grants 3 points. Ratings that cannot logically go beyond a 0 value (such as a unique submission with respect to the 'squadron count' section, of which you correctly assigned it the 'none' value) should remain that value and cannot be reduced so as to 'bank' additional points, if that makes sense. So in this case, the 'none' value for this submission under squadron count does not grant you additional points, since this ship is unique and cannot have more than one version of itself (otherwise it can't be unique
). It 'has' to have that value since it's unique to begin with.
Conversely, the 'higher' ratings take away points. "High" takes away 1 point, "Very High" or whatever equivalent takes away 2 points, and "Extreme" or whatever equivalent takes away 3 points.
The idea is you use the points granted by your production value, as well as the points granted by whatever ratings you've designated as "low" or beyond, to then increase the ratings of what aspects of the ship you want, to where the total point value nets out at "0" (I.E, Balanced).
So when I say you are 6 points underpowered, that is a pretty significant level of underpowered, similar to the Cessna example you mentioned.
Keep in mind: all of these 'ratings' are relative, and are within the confines of the ship class you are working within. A corvette with an 'extreme' armament rating is never going to be equal to a frigate with an 'extreme' rating, maybe not even a 'very high' rating.
These ratings primarily come into play within PVP encounters, but they should also be reflected in narrative/story based instances whenever possible.
All of that being said, if the creator of a submission is aware of all of this, and wants to keep their submission under powered, that is their prerogative. However, the inverse is
never true. The Factory will never knowingly approve an overpowered submission. Sometimes things may slip through due to human error, but such situations are very, very rare.

I see that, as you said, you've corrected the 'affiliation' issue. So, I will give you an opportunity to modify your ship if you wish to mitigate the level of 'underpowered' it currently is, but if you wish to proceed regardless, this submission can be approved at this point.
Just let me know either way. This submission will be pending final approval until then.
