New Canon Company rules and maintaining tiers

So the new Canon Company rules, instead of transferring ownership of the original submission, require a whole new submission. That's cool and all, but it makes me wonder about the 'you can only start at tier 2' rule. I've got a canon corporation at tier 4, almost tier 5, and someday I'd like to hand it off to someone else, either for story purposes or because I'd poofed from the board again. I would really hate it if that person had to resubmit it at tier 2, so I'm proposing an exception, something along these lines:

You may only start at a maximum of Tier 2, unless resubmitting a previously owned canon corporation according to the canon corporation rules [link here]. In that case, you may start at the previously existing submission's tier.
For more clarity, I hate this:

If the Role-play Judge fails to contact the previous Canon Company Owner within 72 hours and deems the Canon Company Owner inactive, the Role-play Judge will then alert an Administrator who will then transfer ownership of the canon company along with one level tier drop (may not fall under Tier 3) to the new Canon Company Owner, along with any edits made. The old submission will then be archived.
I don't see any reason for months of work to go poof.

It was in the original submission and adjusted:

List of Changes Made:

1. Added new guidelines for an active canon company owner to transfer to another writer who does not own a canon company.
2. Added new guideline in line 4. of Inactive Companies to detail tier drop and new submission and archive requirements.

Transferring Ownership of an Active Canon Company

4. If the Roleplay judge confirms the transfer, Role-play Judge will then alert an Administrator who will then transfer ownership of the canon company and current tier level to the new Canon Company Owner, along with any edits made. The old submission will then be archived.

Inactivity With Canon Companies
3. The old submission will then be archived..

Any policy that wipes out months of work on a whim is a bad policy. This rule is wrong, full stop. It disincentivizes people to make anything worthwhile or lasting. I'm not going to grandstand about it here -- goodness knows I've made my case to both of you until you were both sick of hearing it -- but I haven't yet heard one half-decent reason for this rule to exist.

Since I'd rather not get pissed at you or get you pissed at me, though, I'll leave it here. Do as you will.

How about this as an option:

Inactive Canon Company Owners

If your canon company has been claimed by another writer due to your inactivity, the original canon company owner may do the following to reclaim the work they had originally completed:

1. The writer may create a new original company submission requesting the tier level from their previous canon company submission.

2. In the new submission, please link the archived canon company submission showing all your work and the Tier Level gained.

3. A factory judge presiding will alert a Roleplay Judge, who will then review and confirm the work from the archived canon company submission and the Tier level addendum.

4. Once verified by the RPJ, the new company submission will be approved at the previously worked for canon company tier level along with any edits made.

That seems like a valid compromise. They lose the canon name due to inactivity, but keep their work with a new company title. That keeps the incentive to remain active with your company without the threat of a complete loss of work.
