Housing the various ministries, state departments and bureaucracies of the Planetary Administration, ‘The Temple’ is the nickname given to the large purpose-built edifice that stands in the centre of New Lessu. On the North side of Confederacy Square, it sits like a gargantuan monolith to the power contained within. Designed in a ‘High Military’ fashion, it is intended to be an imposing statement of power and influence on the newly militarised planet.

A large structure within the ‘The Temple’, this large assembly chamber hosts all the events of State. There is a ceremonial throne, on which nobody may seat. It is a symbol that Scarif is a sovereign nation over itself and no monarch or dictator can supersede that social contract between Scarif and its government; even the Viceroy must sit beneath its power.
It is highly decorative in its imagery, made with patterns from various planetary systems and Confederate member states. Having donated artwork and materials, this sacred ceremonial space is constructed in some of the finest craft work found on Scarif.
‘The Hive’
Home to various Embassies, Diplomatic Missions and Offices of The Civil Administration, ‘The Hive’ is the unofficial title given to the warren of corridors, committee rooms, delegation chambers and accommodations for various visiting and permanent staff. It is situated in the ‘Temple’, making for an even larger complex. Confederate delegations are invited to set up offices upon Scarif and this permanent residence allows for closer diplomatic co-operations. In the event of urgent talks or pressing issues, a summit can occur with the necessary representatives, save the presence of a visiting Viceroy being required and summoned across the entirety of CIS space.
‘Confederacy Square’
A paved plaza situated in the middle of the Government District, Confederacy Square proudly boasts a way for pedestrians to access the seat of Scarifan governance without the need for speeder or ship access. There are symbols and emblems from across the CIS, calling citizens to ‘cross the gulf’ of the Confederacy to intreat the planetary government, or their own representative delegation, for assistance or reparation. It is often a gathering point and is intended to be used for address by the Viceroy, visiting dignitaries and persons of public note and significance.

Built with the express purpose of creating its own unique Scarifan ‘skyline’, the Business District boasts a new series of tall and supertall buildings. With some buildings over 110 stories high, this is a profound development on the relatively untouched planet of Scarif. With the capital built in close proximity to the Krennic Research Facility, New Lessu enjoys the freedom of expansion and this has allowed a business district to rise high above what has come before it. Populated by banks, large corporate entities and planetary service providers, the Business District (colloquially referred to as ‘The District’) has grown into one of the finest skylines and centres for commerce in the local-sector.
Seated on the Manda Merchant Run and near to the Triellus Trade Route, Scarif is perfectly situated as a burgeoning holiday destination, as well as home to various military projects and deployments on behalf of the CIS. Serving as offices to the local representatives of each Borough, the ‘ODA’ is a focal point for local residential governance. Housing the administrations of locally elected representatives, this building is intended to serve as both a hub for services (Security, Medical and Legal) as well as a place to meet those charged with taking up the causes and concerns of the various administrative districts (Boroughs). A concerned citizen can enter the ODA and lobby their Representative. The Chief Councillor is the head of the District Assembly and his office is found within the complex. He is answerable to the Viceroy but some attempt of ‘checks-and-balances’ ensures that he cannot be summarily dismissed.

‘The Happy Mandalorian Casino’
The Happy Mandalorian Casino is anything but a ‘Casino’, in the strictest sense. There is no gambling on the official floor but more a nightclub that allows for some discretion. A private members club, it is used a place for those that want to stay under the detection of the PDF and CIS Intelligence personnel. Tolerated by the Viceroy, the existence of the club allows for discrete observations and monitoring. The owners of the establishment permit some cooperation with the authorities as they know they are overlooked and exempt from the regular security checks made by authorities on a local and planetary level.

The centre for public transport connections and access system-wide, via the Shield Gate, Scarif Number One is the terminus through which most ships enter the city’s airspace. Craft are obliged to land and declare their custom, unless they are a citizen of the planet which are exempt from the extensive detour and are controlled at the Shield Gate. Off world shuttles use this terminus to disembark their cargo and passengers, allowing them to continue their journey to the various resorts or population centres.
Those with the correct authorisation can make their journey onwards to the Krennic Centre or to the various military installations concealed on Scarif.
SECURITY
[Low] The city has little in terms of effective military defences. With the various PDF and CDF forces garrisoned on the planet, as well as the System and Planetary Defence Fleets that patrol the system, Scarifans do not expect much in terms of attack from outside the planet. The Shield Gate is an effective deterrent and there is little need, outside the PDF and large Droid garrison, to warrant a purpose built defence system. Anti-aircraft turrets near the city would likely cause more collateral damage to friendly ships and buildings and therefore were not incorporated in this dense population centre.
HISTORICAL INFORMATION
Not yet completed in its totality, New Lessu was the brainchild of CIS Viceroy Hester Shedo. Upon her elevation to the post, Shedo proposed that Scarif, with its singular large city Isle Hermoso, needed a new settlement that could be expanded freely and serve as an example of Scarifan exceptionalism within the Confederacy. With contributions from various large tech companies, most notably ‘Locke and Key, New Lessu was built by 2000 units of LK Archimedes and 2000 units of Aristaeus Drones, supporting local workers and craftsmen imported into the system from across the CIS. Materials were chiefly sourced on location, Scarif a relatively unbuilt world. New Lessu is situated some 280 miles North West of Isle Hermoso, further on the mainland continental shelf. Scarif, famed for its shallows and beaches, does also contain a continental mainland, though as yet undeveloped, save the new metropolis.
Designed to service both local and supranational administration, the city was pegged as the ‘second city of the Confederacy’ by Scarifans, though this name did not catch on. It was proposed that the Planetary Capital be moved to the city, New Lessu hosting significant Administrative, Judicial and Military complexes within its borders. Unlike Isle Hermoso, New Lessu did not permit low-residential constructions within its designated borders, negating any concerns that would mimic the ‘shanty town’ evolution of ‘The Stacks’’ (See Isle Hermoso) A heavily subsidised and encouraged migration occurred, economic migrants searching for more growing space and opportunists looking to build a new life, finding residence within the city’s limits.
