I ran this by [member="Darth Ferox"] yesterday. He thought it was a good idea so I'm putting it out for the public to see.
This is a single new position similar to the One Sith's "Emperor's Wrath" position. The idea would be for a single enforcer to protect the interests of the council and handle highly sensitive missions that others would be ill-suited for. This person would answer only to the council. They would have to be someone the council trusts, as well as someone they know would be able to handle any mission thrown their way, including bringing in a council member if they decide to go rogue.
Duties would include things such as assassination (of course), espionage, interrogation, being a courier, acting as a judge, etc.
This position could be taken by another through a trial by combat, though it would have to be approved by the council beforehand. If the current enforcer loses then they must surrender their title to the victor. If the challenger loses then they must surrender their life to the enforcer. You could even go further as to making it a Kaggath duel if you wanted.
