The adopted Umbaran daughter of Thurion and Coci Heavenshield and mute since birth, Nina worked on this little device during her stationing at planet Dac in Silver-protected space, during her spare time. With the help of the knowledgeable Mon Calamari engineers she was sent to assist as liason to the Silver Jedi Order, Nina was finally able to fulfill her lifelong dream: The gift of speech.
The device itself is simple in design; a light, flexible steel frame placed around one's neck like a choker, combined with soft leather on the inside of the frame for comfort. At the two ends of the frame are the two sensors, placed against the wearer's vocal chords. These sensors are designed to pick up on the conscious thoughts of the wearer and, combined with their readings of the wearer's vocal chords, are able to turn said thoughts into words through its speakers as if the wearer was speaking normally, using their natural voice. The volume of the speakers is controlled by the mind of the wearer, allowing for the softest whispers and loudest yells depending on what the wearer wishes to convey.
The process is not unlike the use of telepathy, where one transmits one's thoughts into another's mind, except this device lets the user put those telepathic thoughts into actual words. In effect, it allows the mute wearer to speak without even opening their mouth.
