The reloading mechanism, if the special 'magazine' (backpack), is carried is that the missiles in the magazine are pumped into the rocket system to replace the empty barrels.
The NL-17's idea is to give a more convenient option for artillery-based attacks by attaching an artillery-like weapon onto the Mandalorians themselves but also giving them the option of deploying the weapon as stationary. It is all about versatility and being adaptive.
From a drawback point of view, it is heavier than usual armor attachments, especially when fully loaded and with an additional 'magazine'. Moreover, its range is nothing close to typical artillery which usually are around 40km, depending on the artillery itself.
