Something disastrous is approaching, but in an effort to assure reason enough illprevail before the impending Day of Days, the Novanian-born Senator will have no other option but to go ahead with the next conference. Convening in Galactic autumn, the Conference of 903 will be brought into session in the hopes that lives can be saved (whether it be by the debated policies of the Conference or otherwise) the Speaker of the Chambers hopes to achieve, at least, something worthwhile for the peoples of the Galaxy. Even if it only amounts to minimal lives saved from hopeless situations, the actions and policies of the Second Hirkenburg Conference are still hoped to be of use, especially in the long run.
Alas, the Central Appelate Court, who will be in attendance, will not allow the invitation of hubris, especially not with the Mawsworn memace approaching ever-closer to the Vicondor system. They have proven a constant, nagging reminder to the aging Dreamseer, even keeping Mitharranson up to date on the Maw's latest whereabouts, so if anyone within the chambers would know about Bloodhound Khan's progress, it most-likely will be Siyarr's small entourage. The same people have also advised for the mobilisation of forces of attendee factions, a request of which the Senator has duly heeded, thus the need for armed and clandestine presences has been stated as an imperative.
All hands, all stations, all eyes will be on high-alert this time, and not only on account of the known concerns, but also amid concerns of Dark Side opportunism.
After all, it is no secret that the Dark Empire stands as an adversarial counter to a majority of the factions in attendance, but despite the clear risks presented, the Senator has approved a delegation invite to the current Regent in Carlac regardless. If it cannot be ascertained before the Conference, then perhaps the Dark Empire may yet deny all culpability in the actions of their allies, but if opportunism yet prevails - then the Central Appelate Court will have gifted the Maw with the ideal beachhead on Archaisian soil.

OBJECTIVE ONE

Motioning for swift action - catching the horde in transit, or on Archaisian soil.
Motioning for a passive show of strength - hoping its enough to divert the Nomads toward the Imperial/Alliance border.
After this, pending the carried, cosigned notions of the Conference, the Second Hirkenburg Accord will enact whichever of the two executive orders, sending all participating contingents to their respective posts with immediate effect. All the more prudent, as the likelihood of early preparations will be heightened among the Mawsworn and the opportunistic alike, every second could count, so all units have been advised to stand by for deployment-orders. Trusting that the final green-light will go out on all authorised comm-link frequencies at once, the attending delegations are hoped to come to a quick resolution on the first tabled motion, and it is likely that the Senator will speed the process along with a quick,"Yea or Nay", tally.
Giving way to the second tabled motion on the docket, (time permitting-) entailing the issue of PMCs [Private Military Companies] in 10th Century Warfare, though this issue in particular is already assumed to draw greater contention among the attending delegations. For some of the adherent factions are known to employ contractors of the sort, and regardless of whether these elements are utilised honourably or not, it stands to reason that measures must be taken to assure the loyalty of their respective captains:
Motioning for legally-binding affiliation demands - as anything else would vastly diminish their rights and life-expectancies.
Motioning for outlawing Mercenary practices outright - likely resulting in the ill-advised breaches of contract with multiple PMCs
The legality of mercenaries in the wars of today appears tenuous, and perhaps more than ever before, thus it falls to the authority, the assertiveness, and judgement of faction leadership to decide on the fate of their guns for hire. Weighing that trust in their loyality against that trust in your own armies, weighing that risk against the rewards, it doubtlessly will be a polarizing issue, made all the more intense by the fact an impending threat will be making for the planet at the time. But a resolution must be penned, one way or another, even if only partly debated by the point of adjournment, the war-criminals among the Mercenary caste have acted without consequence for far too long already.
Sooner or later, the issue must be resolved - and hopefully implemented before the problem gets any worse.

Parlays, deals and trades of intel may yet need to be put to one side, but the government on Archais are aware that time yet may be afforded if all is quiet on the homefront, and that the clandestine world often obeys it's own rules when matters of irrelevant import draw distraction from the spies of the Galaxy. Thus they can only hope that such elements answer the call of necessity, if and when matters of concern are flagged by their respective personnel, as there is abundant reason to believe that something troubling is already afoot.
Within Hirkenburg itself, out in the sprawling suburb valleys, and even in the surrrounding wilderness, the best means and resources will be required to locate and lock onto enemy positions, difficult though this may be. If it was not for the fact the Maw bear early hallmarks of a grand cultural insurgency, Archais may well have shrugged the risks off as mere hearsay, but if their expected presence is all the more likely to be well-scouted beforehand, then it stands to reason that multiple Mawsworn cells are probably embedded in (and around) the city already. Subterfuge, bomb-threats and kidnappings are expected, thus ears should remain as close to the proverbial ground as possible, as these same scouting cells will be looking to disrupt our comm-link signals most of all.
If we can't coordinate, if we can't communicate - the Bloodhound will have an easier task of picking off contingents on the warfront.

Please do not alarm, inform or displease the local civilian populace, preferably withholding privileged information until the moment of Mawsworn arrival, as both Human and Novanian demographics have (and likely will-) prove useful in the event of a Mawsworn landing. The planet has a longstanding, legal tradition of,"A Blaster for Every Household", and with ample licensed owners of blasters and disruptor rifles in proximity, you need only wait for local posses to assist you by any means your commanding officers deem fit at the time. Operational autonomy has been granted to coordinating staffers, so the right to make intuitive judgement-calls has been entrusted in obvious good faith, aided further by encouragements by the Senator believes all mobilised contingents will make the right choices when push comes to shove.
You must steel yourselves, for if Fate has it that this is to be the Day of Days, then this will be a battle of grand-strategical extreme, and such battles will assure that some of you won't make it home. In all our previous clashes with the Maw, in Brotherhood and Khanate form alike, all conventional contingents faced against their hordes left their entanglements heavily-bloodied. Even in victory against them, many have lost their lives in the struggle, and in defeat, not even routing before them is enough to sate their feral bloodlust. Defeat is not an option here, nor has it ever been with the people of the Golden Skull considered, and for as long as surrender remains the worst possible choice to make, all personnel would be well-advised to consider options that,"Spoil the Marauders' Fun".
Better that than to chance a slow, torturous death - baiting indescribable torments at the hands of foes who despise you.
