OSL Leadership and Sphere of Influence

Alright. So. Doing the nitty gritty work of getting this all sorted out.

When I first got OSL running, this is what I put for IC Leadership:

The Council of Elders guides the hand of the Order. They serve as a checks and balances on each other, ensuring that the actions taken part of are in the best interests of peace and compassion.

I am unsure if that is sufficient- if it should be expanded upon, changed entirely or what. I am looking for suggestions on that front.

Sphere of Influence:
OSL doesn't own/operate the planets in their sphere. Rather, they have been invited in to build satellite locations there, like a Peace Corp or Doctors without Borders, etc. They are places that OSL is safe to operate and are welcome- not places they control.

This isn't really up for debate I don't think. The way OSL works it makes *zero* sense to be 'ruling' those worlds.

Storywise, it seems to me like OSL gets invited, they give us a token of trust, we set up a base there, etc. (I want Ch'hala trees for Sanctuary folks :p )

What I'm looking for on that are any ideas to expand on it mostly.

Thoughts, ideas, suggestions?
