[+] Practiced Politician: From observing his fathers actions on the galactic stage, and even representing the planet of Quarzite himself after his father died, Otor has proven himself a competent and successful politician, always thinking of his people before others.
[+] Tactical Observant: Although he has never served in the military or seen combat in a full-scale war Otor is very interested in the art of war. He regularly reads battle reports from centuries in the past and talks strategies, tactics, and training ideas for troops with his Chief of Defense.

APPEARANCE:
Lord Otor is off=putting to most people, as most Belugans are, but he also has a very noble vibe. He wears a simplistic yet elegant Quarzitian royal coat at almost all times and under he wears expensive grey clothing. The blue-purple 'sideburns' on the sides of his face give him a noble presentation as well. He is almost always armed with a Belugan blaster pistol, buts it hard to see the holstered blaster under the royal coat.

BIOGRAPHY:
Otor Blank the II was born to Lord Otor Blank the First of Quarzite and Lady Pial Polak in a penthouse suite on Naboo. From the day of his birth, he was sheltered and groomed to be the next Lord of Quarzite. His father taught him the rules of politics and war and his mother pampered him like the Lord he was to become. Despite his parents best efforts to keep him from discovering the turmoil of the galaxy and his own domain he eventually did. As a teen, he was introduced to the horrors of war and the empires of the past. He was introduced to the political espionage and the struggles of distant planers. However, most importantly, he learned of the turmoil on his own planet. He learned of the struggle between the Kage of Belugans since even before Palpatine's empire. Being influenced by outspoken politicians and revolutionaries he had taken a liking in he made himself a promise. He would unite the people of Quarzite. It would be a long time before he got the chance to do this though. At the age of 15, his parents sent him off to boarding school on his birth planet of Naboo. While at the boarding school his peers and teachers came to know him as very outspoken about his beliefs and thoughts, even getting physical with other students who challenged him. After 4 years of school on Naboo, he was preparing to leave for home when he received terrible news. His parents had been killed by gangsters holding them hostage on Coruscant. The ministers of Quarzite requested he return home immediately so he could be crowned Lord of Quarzite and begin ruling. He returned home, but refused to be crowned. For the next 5 years, the Quarzitian throne lay empty. Otor was rarely seen public, and even then it was usually off-world. Over the 5 year period where the throne was unclaimed, many noble Belugans claimed their right to the throne, right before they were either arrested or killed while resisting arrest. It became clear that the throne was not up for grabs. During this period there was also a large unification campaign taken on by the government with goal to unite the Kage of the Belugans as one people. Although the average citizen of both Belugan and Kage took well to the idea, Belugan nobles and Kage leaders were skeptical and therefore the campaign remains ultimatley unsuccesful. After five years of an empty throne the time has come. The Lord of Quarzite will address his people once again.
