SOCIAL INFORMATION
Hierarchy: At the highest rank is ORION, the agent and coordinator who issues missions and directives, much akin to the Fulcrum agent from the early days of the Rebel Alliance. That, for the time being, is Veino. Beneath him are his agency coordinators, who are responsible for their respective agencies, which are divided further into cells across their respective territories.
Once past the agency coordinators, the structure is very fluid, especially within the cells themselves. They vary by who they are and what they're aiming to achieve. But at the core, ORION exists to serve as FULCRUM, by coordinating and communicating across agency lines to more effectively keep the wilds of the Outer Rim safe.
Membership: The easiest way to join ORION is to be invited to join a local cell, be it a local resistance movement or Rebel Intelligence, or one of the planetary intelligence agencies within the League.
Climate: Cautiously friendly, professional. As a spy network, everyone is cautious and wary, but there is respect for those involved, and for the most part, members are willing to give others the benefit of the doubt, unless the Force or intel reveals otherwise.

Rules: Do not harm civilians. Protect the helpless. Resist tyranny in all its forms. Verify all information. Stay unseen.
Goals: To be the eyes and ears of the Outer Rim, coordinating intel and assets amongst those aligned with freedom, oppose those who engage in tyranny and colonialism, and be a source of hope to the oppressed.

HISTORICAL INFORMATION
Every government has an intelligence force. They need it to survive. Problem is, they can end up so scattered and compartmentalized that the information ends up useless. Stepping into the role of Spymaster for the Outer Rim Coalition in addition to being the Saaraai-Kaar of the Jensaarai, Veino found there to be quite a problem. Intel was coming from dozens of sources with no coordination or underlying goals. Sifting through it was a nightmare, so pulling from the structure and organization of the Jensaarai, Veino sought to reorganize and make the intelligence gathering force truly capable.
First, he used the Jensaarai as his base and foundation. Everything would be built with them at the core of the idea, with only a handful of people being aware of this. Then, he took what he had gathered as an Imperial Knight, operative for the Galactic Republic Intelligence Ministry, and the Galactic Alliance Special Intelligence Service, aspects of which were still operational in the Outer RIm, and began building a network of intelligence agencies, with each one reporting, at the end, to himself and the top-level ORION agents, with no indication that he himself was the source of the ORION callsign.
By utilizing the local government agencies as internally focused, he was able to create a sizable network of counter-intelligence agencies from the various governing agencies within the Coalition. With that covered, he was able to work outward and create the Outer Rim Intelligence Operations Network, designed and envisioned to eventually cover the entirety of the Outer Rim with intelligence cells, resistance groups, and secure communications channels between them all. SInce ORION is a recent development, it will take some time for the network to develop to the full completion of its vision. For now, it focuses its effort around Coalition space and former First Order territory.
However, the galaxy is not the kindest of places. The unexpected happened with the dissolution of the Outer Rim Coalition, renamed the Outer Planet's Alliance. That shattered the framework for ORION and several years of effort collapsed as formerly allied worlds now looked at each other with suspicion. Veino shrank ORION considerably to former Undergrounders, Coalition Partisans, and other veterans of the wars against the One SIth and First Order.
In many ways, they merged with the small regrowth of the Underground- the secret guardians of the Outer Rim fighting against imperialism, slavery, and others who take advantage of lawlessness. This lasted until the unexpected creation of the Rimward Trade League shortly after OPA's dissolution. A grassroots government formed from a commitment to mutual cooperation, commerce, and developing the Outer Rim from the bottom up, ORION saw the League as the natural development of the goals of OPA and quietly threw their lot in with the League. With a few local intelligence agencies once again cooperating, Veino formally reinstated the Outer Rim Intelligence Operations Network on a smaller scale and with a changed focus to aiding the League in rooting out organized crime, imperial holdouts, and others who threatened the well-being and freedom of the Outer Rim, especially with the threat of the Bryn'adul growing more severe. Being limited somewhat by the League's stance of non-interventionism, Veino extended an offer through one of the other top ORION agents, Aeshi Tillian, to aid the fledgling Rebellion in their mission.
With that accomplished, ORION would collect intelligence from their own operations and send that to Rebel Intelligence, or gather data from Rebellion operations and help coordinate the League's quiet support of the Rebellion.
