Criminal Organization Name: Outlaws of the Outback

Structure:
Pirate King: The leader of all pirates who sign with the Outlaws. He/she makes decisions as to where the Outlaws focus their efforts, crime and punishment and is the ultimate mobilizer of forces. At a wave of his/her hand, all ships will report to him. Among his/her jobs is to act as possible appeaser of foreign heads of state and where conquered territories go. One of the perks of the job is however deciding how much of a cut all captains and smugglers will give him.
Grand Captains: The enforcers of the Kings will, they are given continents or entire planets to govern in his stead. Due to the looseness of the Kings law, they are a power unto themselves and act with levels of autonomy. In return for this, they're expected to marshal forces in defence of the king, and keep the crews that fly under his command under control. They're also entitled thirty percent of the Kings cut in order to administer their territories.
Runt Captains: Beneath the Grand Captains sit the Runts. They don't have armadas of ships to call upon, and instead control fleets and perform the dirty tasks the Grand Captains can't be arsed to get on with. They often are employed to take down rogue pirates, and generally are ordered lead raiding pirates to loot and plunder.
Leadership Challenges: The Pirate King won't be able to sit pretty on his perch forever. As the rules set down by the pirate form of conduct, the King may be challenged by anyone of Outlaws in a duel. The challenger however will need to acquiesce to having the challengee choose whatever form of combat will be taking place. So for example Johnny McHotStuff challenges the King to combat for the title, and then the King chooses to have it be trial by space combat.
Description: Not yet large, the Outlaws of the Outer Rim skulk in the ruins of Jabba's Palace on Tatooine, or their pirate cruiser in orbit. The group has fortified the old palace, which it uses as a base to store illicit goods, harbour those with bounties. The group is currently small, and it's current King has surrounded himself with three Grand Captains who execute his will. There is plans for expansion with a furthering of recruitment, and perhaps even conquering entire planets for themselves.
History: For years Captain Gregor Montague plundered the outer and unknown regions of the Galaxy, before settling on Tatooine as a hide out. The former One Sith officer at that point became more interested in the goings on of his former masters, and their enemies, and he was disgusted. He came to the realisation, that no one in the Galaxy had the solutions to what had to be done. The Jedi and Sith had no ways to run the Galaxy, and were too consumed with their own power than that of the Galaxy. While most who came to that would plod off and altruistically, Gregor had other ideas. It was time to take back the Outer Rim, and use the chaos of the Galaxy to make themselves masters of the Galaxy, and as rich has possible to boot.
