The Pelta Class Frigate, a product of the Clone-Wars era, was mostly used as a hospital ship and secure transport. It continued in service through the Imperial era and even saw use in the New Republic and Restored Republic which followed. Originally unarmed, the vessel was constantly refit and up-armed for the increasing intensity of conflicts which emerged over the course of a century. Even after major governments stopped fielding the Pelta, it continued to see service with shipping companies and (unfortunately) some pirate groups, as well as local system security forces in need of an inexpensive patrol ship hull they can equip with offensive weaponry via a hasty refit.
Among the lesser-known uses of the Pelta Class was found in a product from the Obulette Shipyards, which belonged to the House Mecetti Nationalized Industries. House Mecetti licensed the Pelta design for local manufacture from Kuat Drive Yards. They did this specifically to construct a limited production variant of the ship for moving Grade 5 Radioactive Waste.
House Mecetti enacted several environmental preservation initiatives for Obulette, to restore the planet to its former beauty after centuries of industry. Among the toxic byproducts of House Mecetti's vast industry was Isotope-12, a compound so dangerous that a few grams of it could kill a stadium full of people. House Mecetti had stored the isotope in a mountain vault, but now wanted to move it offworld. The problem was, if something should go wrong and a ship carrying the waste fell out of the sky, the resulting crash would create an unprecedented radiologic disaster. There was also the danger that a malefactor would try to take the contents of such a vessel to build a radiologic weapon. A further complication was that the transport of the dangerous material outside of the Tapani Sector required travel through space with stringent security guidelines... meaning no weapons could be allowed aboard.
The Pelta Class Type R Industrial Waste Transport was specifically designed to solve these problems. Every system on the ship was given a triple redundancy, and meters of armor, radioactive shielding, and hull reinforcement. The amount of hull protection involved such an expensive incorporation of exotic alloys that it doubled the cost of each ship. However, the resulting vessel could be expected to fall completely unpowered out of orbit, impacting with the ground below, without breaking open and spilling its contents. This was the singular design criteria of the Type R: Survive catastrophic circumstances without creating an environmental (or political) disaster.
Other than its extensive protections and redundancies, the Type R is an unremarkable variant of the Pelta class. Unremarkable, if you discount the fact that it can eat a barrage of proton torpedoes, Ion cannon, and turbolaser fire without cracking open or shutting down. Because the Type R is not a hospital ship and has no armaments, its crew requirements are minimal. (An especially desirable feature given its usual dangerous cargo.)
Obulette has long-since solved its Isotope-12 environmental issues, selling the repellant radioactive waste to foreign nations who promise to 'recycle' it. They have proceeded to refurbish and re-sell these craft into the secondary market for purchase by corporations with similar needs. Few of these ships still circulate in the galaxy, certainly less than a dozen. They are purchased by exotic shipping companies or freighter Captains who need to operate in highly regulated space where even the lightest defensive armaments are outlawed.
With no weapons but plenty of protections, the ship allows an enterprising operator to take an alternative approach to protecting their wares: Tank all comers. It can't work forever, but it usually allows an embattled ship to survive until it can jump away, summon aid, or escape a blockade cordon.
