Bad Reputation
Standing on a street corner isn't a crime, which is why the practice of selling drugs on street corners never died. Given that this was inner city Coruscant, the cops weren't likely to patrol in the first place.
This particular street corner was sandwiched between a holo theater and a convenience store. Across from it was an ice cream parlor and a fried nuna stand. The sidewalks had a bit of trash, mostly in the form of food wrappers tossed about by the wind, but overall it was one of the nicer neighborhoods in the area. If you could call this nice, that is.
Ganner stood there, his lanky form leaning against a lamppost. On the outside, he was just one of many people staring down at his datapad, unaware of his surroundings. But while he kept his head down, his good eye occasionally wandered about, checking around him. And if one were to glance at his screen, they'd see he was looking at nothing but the ticking clock.
