I believe properly role-playing out Ashin's departure of the throne (whether willingly or not IC) will fulfill the effect of an OOC election while making the results be as organic and seamless as possible - whoever becomes Emperor.

If there is no Emperor/Empress, and the Dark Council simply takes over... than that means that tag will no longer be available.
Maybe there should be a Dark Council Membership tag.

No keep the Emperor tag special, it will make it something for the Sith to aspire for. Who knows one of the Dark Council itself may wish to take the throne.
